The overall data architecture was designed by James Clapper. The lowest level communication nodes are secure Blackberries. Private gmail accounts are also used to conduct official government business.
All government contractors and subcontractors are forced to use designated Blackberries, thus making all of their data available to the organized crime network.
NGA Is being combined with NSA and DHS data for a 7×24, geo-spatial surveillance system. Pakistan ISI did it with NADRA for biometric tracking, but they needed the Awan Brothers to get satellite data. Until Nanosat technology came along.
